Uncle Sam onces More a Skipper Opens Insurance Bureau

Washington reports Uncle Sam’s marine war risk insurance bureau will open tomorrow at the Treasury Department. President Wilson signed the act creating the bureau and Secretary McAdoo announced W. C. Delaney of New York as director. The office will insure American ships and cargoes. bureau under Assistant Secretary Peters. No requests for insurance had come in by night.

Government plan for a national merchant fleet advances

At a White House conference Secretary Daniels and House committees on merchant marine and naval affairs agreed on a government controlled fleet. The Alexander bill would authorize a $10 million company to buy or build freight ships funded by a $30 million Panama Canal bond issue with possible Navy use. President Wilson endorsed neutrality and an executive order will suspend parts of the navigation laws to place fleets under the American flag, inviting major companies to apply.

German Cavalry Near Paris and Major Front Shifts Reported

A U S Army officer reports rapid German advances in France driving back the French left wing toward Rheims Verdun and the Moselle region. British Belgian forces engage on the western flank near Compiegne with Paris potentially in reach. In Galicia and Poland the Russian Austrian front escalates, risking encirclement and upheaval across the region as German, Austrian and Russian forces maneuver.

German forces massed along front threaten French line

About 30 miles of the front hold roughly 12 German corps, nearly intact and at full strength. Together with auxiliaries they total around 700000 men, while the French on this short line can field at most about half that number. The rapid French retreat is driven by the large German Austrian force that struck the line between Toul and Verdun about a week ago and may be gaining ground.
