France Refuses Spanish Extradition Demand for Nieves Crew

Paris on October 26 reports the Spanish Consul at Bayonne demanded extradition of the Nieves crew as deserters under the 1862 treaty. France declined, calling the demand contrary to international law. The Journal de Paris noted Spain would treat surrendering crew as political offenders, against Western Europe’s practice. Duke de Cazes warned peace depends on France’s rights and treaties, hinting at a US treaty and liberalizing commercial ties with South American governments. France and Spain planned one war vessel each to monitor the Bidasson frontier to curb contraband of war crossing for Carlists. Victor Hugo hosted Emile Castelar at a banquet, and Savoy’s President of the Council-General rejected separation from France.
