City Finances Tax Rate Reassessment in Five Years

In 1839 the tax on $1000 was 11.30 and in 1840 it was 11.00. The author notes that early years used reduced values and the last two years used full value, showing the rate effectively fell about fifty percent rather than rising as a table might imply. The writer ends by withdrawing from the discussion.
