Report from the front says German lines between Rheims and the sea have collapsed as British and American troops push the retreating enemy on multiple flanks. Le Cateau is reported taken, with Allied forces advancing about five miles. Far East of Cambrai and St Quentin, German resistance weakens as Allied pursuit continues.
British and American forces push across the Hindenburg line from the Meuse to Verdun threatening German collapse. A major breakthrough in the Cambrai St Quentin area expands a five mile advance, capturing a key city and railroad hub.
Beoies of American sailors and soldiers were killed or wounded by shrapnel from a German submarine after it torpedoed the steamship Ticonderoga far off the Atlantic coast. Lifeboats from the sunken ship were shelled as rescuers responded to the sinking.
Dublin to Holyhead steamer Leinster torpedoed in St George's Channel. Unconfirmed reports put about 400 lives lost. Vessel built 1896 by City of Dublin Steam Packet Company, gross tonnage 2646. Public war loan plea ends with urging Kaiser to worry.
A dispatch from Berlin reports that the German reply to President Wilson's note was drafted after a conference in which Prince Maximilian the chancellor, Vice Chancellor von Payer, the ministers, and military representatives participated.
Amsterdam dispatch notes Wolff Bureau in Berlin reports the president's final question has been answered. The item continues on page eight, first column.
Berlin reports a postal sack with 70,000,000 marks in securities and treasury bonds, addressed by the post office to the Imperial Chateau, was stolen the day before yesterday.

President Wilson declares the Fourth Liberty Loan essential and urges fellow citizens to subscribe fully and oversubscribe greatly. He warns that any relaxation now would cause tragical damage to the nation and world, stressing the critical time and need for maximum effort. Signed Woodrow Wilson.
Joseph T. Brooks reports the motto Double up! drives the Fighting Fourth Liberty Loan as subscriptions run through the deadline to raise funds. The drive urges rapid public pledges to reach the target total and support the war effort.
Reopening notices indicate Burdett College invites applications for day and night enrollment in business and shorthand courses. The ad provides 18 Boylston Street at the Washington Street corner as the campus location and notes a definite date to appear in Sunday papers.
The Senate passed a bill keeping daylight saving in effect until Congress rescinds it. Endorsed by Baruch of the War Industries Board for fuel economy, the measure now goes to the House. Clocks would turn back one hour on Oct. 27 under the current law.
Trustees of the Boston Elevated Railway Company indicate the zone system of fare charges should be carefully considered for possible use in the Boston situation. Experts will study the matter to determine its viability and impact.
