The Elgin and Nairn parliamentary by election chose J Seymour Keay a Gladstonian to fill the late Home Rule MP Charles H. Anderson. Keay polled 2571 votes while Unionist candidate C B Logan received 2039. At the prior contest Anderson had 1991 votes and Sir G M Grant 1872 for Liberal Unionist.
In Concorp New Hampshire on October 9 the United Gas & Improvement Co vs Manchester Gaslight Co was continued. The grand jury indicted Dr H F Bradbury of Nashua for using the mails for fraud and using a fictitious name. The defendant pleaded note and paid fines of 250 and 100 dollars respectively.
New York reports a session where deputies rejected new rubrics for the prayer book and debated a judicial system overhaul. A vote on a reconsideration failed as eight of 192 supported concurrence. Amendments proposed creating separate ecclesiastical courts and federated diocese appeals were discussed, with adjournment for memorial service.
