Charles F. Quirk of Ward 17 wins succession to Rep John A. Kelcher in the fourth senatorial district and is slated for nomination. Ward 7 partners with Ward 17, pledging unity on Quirk, while Quinn may address the convention and a KelcherQuirk meeting is planned today for potential impact.
