Washington dispatches report a cold blood murder of an American citizen at Tampico by a Carranza soldier. The incident raises tensions as Mexico refuses to release U S Consular Agent Jenkins and strains between the two nations near a breaking point.
The R A L government issued a blunt notice to soft coal miners and operators warning that interference with coal production would not be tolerated. It said legal prosecutions would thwart conspiracies by either side and troops would be sent to protect workers willing to work. Continued on Page 7 Third Column.
In Fall River a 38 000 cotton mill strike is planned for Monday with sympathy walkouts in New England textile centers. About 40 000 New Bedford operatives will vote Sunday after the Cotton Manufacturers Association refused a 25 percent wage increase. Labor delegates from six Fall River unions approved a Monday morning strike, rejecting Mayor Kay's appeal to delay until Wednesday following a meeting with workers and manufacturers.
Lady Astor will appear in Parliament with no jewelry and simple dress when presented to the Speaker of the House for her oath as MP. She plans a plain black coat and skirt with a white shirtwaist and a small black hat, basing attire on modesty for the ceremony in Plymouth.
Edward S. Strahan twenty five, famed Yankee Division hero of Seicheprey, leaped to death from the Connecticut River bridge between Hartford and Hast Hartford. Shell shocked at Letcheprey in 1917 and again in Toul, he had been under treatment at Walter Reed Hospital in Washington. He leaves his father, mother, and two sisters. Body carried downstream, efforts to recover unsuccessful.
An acetylene tank exploded aboard the big American transport President Grant about 366 miles from New York. One man was killed and another seriously burned in the incident reported yesterday afternoon by wire.
Paris reports the Supreme Council adopted Britain's plan to share the German war fleet among allies. Great Britain gains 70 percent of the tonnage, France 10 percent, Italy 10 percent, Japan eight percent, and the United States two percent, allocation based on war losses.
Portland November 28 Due to the critical coal shortage the Grand Trunk local offices announced cancellation of night trains between Portland and Montreal starting Sunday November 30. Trains Saturday night will continue to Portland and Montreal with a special Portland to Montreal train Sunday night.

One suspect, William B Burke, 20, of Charlestown, was later arrested on larceny charges and held on 8000 dollars bond. Manning and Welsh had been partners before the strike and were noted for arresting thieves.
Mexico City reports no basis for rumors of clashes between factions of President Carranza and General Alvaro Obregon. The Associated Press notes circulation of unverified statements and urges caution until official confirmation is obtained.
In New Bedford last night 47 delegates from the New Bedford Textile Council debated for over two hours. They voted to order a strike vote among 85,000 workers affiliated with 13 textile unions in the city, with unions instructed to report the result by the indicated deadline.
Tacoma, Nov 28 The City Council will not intervene with 22 alleged I W W hunger striking inmates in the city jail. They have not eaten for 42 hours and refuse talks with jailers. They seek transfer to county jail but were denied due to full cells.
