Lords Must Be Modified Says Lord Pentland
London nov 23 Lord Pentland declared in the budget debate that the government had done forever with the old state of things and that the constitution and character of the House of Lords must be modified. He warned a long constitutional struggle might handicap the country in war. Earl Russell predicted the Lansdowne resolution would start a revolution and erode the Lords. Lord Avebury criticised the budget as harmful to capital and enterprise. The house was crowded with peeresses as Duke of Connaught sat with Lord Rosebery. The debate ended at midnight with several peers, including Lord Lytton, planning to abstain from voting without proof the country opposed the budget.
