The Merit System and Civil Service Reform Debate

A speaker defends civil service reform against critics who label it impractical and anti democratic. He argues offices should be awarded by merit not spoils and cites examinations, dismissals for inefficiency, and the contrast with the old spoils system. New Detail Emerges in Cronin Case Witness Abuse

In Carcado on November 22 three witnesses testified in the Cronin case with little new to reveal. Attorney Forrest sought to have the jury retire to hear a claim that one witness, Louis Dudenbender, was arrested during a noon recess under a subpoena and subjected to violence, an act he called contempt of court. Judge McConnell attributed the arrest to officer ignorance rather than contempt.
