London report describes the German high seas fleet surrender in the North Sea. About 71 warships are anchored in the Firth of Forth with 20 U boats among those given up, bringing total surrendered vessels to 110. The event marks a historic naval capitulation witnessed by the Allies.
President Wilson signed the emergency agricultural appropriation bill with a national prohibition rider. The law bans sale of all intoxicants after June 30 until demobilization, making the country absolutely bone dry by July 1. Beer light wines and spirits are included.

Nov 21 by AP The 26th Division has been withdrawn from the front and placed in a rest camp in France. Also moved are the 78th 824 and 29th Divisions to rest camps while the 386th 60th 81st and Sixth Divisions march toward rest areas. The 17th Division may join a rest camp in southern France. The Fifth 89th and 79th Divisions form the Seventh Army Corps and stay in their old positions temporarily.
The Associated Press reports that on November 2 American troops near the Lux embankment frontier found high prices in Germany. In Esch, entered by First Division detachments, candy cost 20 francs a pound despite available stock.
Sugar at 40 cents per pound from Germany was selling for two francs per pound in the latest market note, with the item continuing on page six.
Herbert L. Baldwin announces a free Sacred Cow Day at Fenway Park inviting every New England child. Admission is free with one stipulation if the program is spoiled, events move to the Boston Arena. Remaining details clarify no cost to children and broad participation.
