A special committee of ophthalmologists specialists and electricians reported that 15 to 25 percent of city public school children are afflicted with poor eyesight and need glasses accelerating plans to provide vision aid in schools.
The School Committee received a special advisory committee report on the High School of Commerce. Mr A Lincoln Filene reviewed the work to date. Signed by Carl Preyfus, secretary, the report highlights progress during the just-passed scholastic year.
Constantinople report says Ransford D. Bucknam an American naval adviser to the Sultan has been promoted to rear admiral in the Turkish navy and given the title of pasha.
Rear Admiral Bucknam born in Bucksport Maine rose from merchant ships to become naval adviser to the Ottoman Sultan. He directed Turkish fleet to Mitylene on July 4 celebrating American independence with games and orations. Now commander of the entire Turkish navy, his ships remain in first class condition.
On August 28 1902 Bucknam was in Boston during the trial trip of the battleship Maine he commanded for the Cramps. He is remembered by shipping leaders as a young modest figure who has long been noted in naval and marine circles.
Recount results from yesterday's city primaries at Faneuil Hall show Mayor Fitzgerald's Ward 6 total at 931 instead of 1299. The vote shift reveals a 368 vote decrease. In Ward 20 the Joe O'Connell and Don O'Connell team leads the committee with 13 members, while the Tip Carts headed by William J Power dominate. G J O'Hare of Ward 14 is named to the Board of Aldermen in South Boston, replacing William L Newton of Ward 13.
Election board recounts shift power in Ward 6 and Ward 20 as D T O Connell leads the Red Devils ticket with 18 to 6 for the Power faction. Chief N. W. Bunker of Cambridge fire department escaped serious injury when his wagon nearly collided with Ladder 1 at the corner of Putnam avenue and Brookline street. Driver Fred Atkinson steered to the sidewalk as Driver Anderson pulled horses aside. Both men were thrown from the wagon but suffered only bruises. Fire damage totaled $1000.
The Reverend Clay Macaulay, 64, slipped and fractured his left thigh while crossing at Newbury Street and Exeter Street. He was taken to Massachusetts General Hospital by ambulance from Station 10 after lying at the Hotel Oxford yesterday afternoon.
A tenement blaze in Nonamesock square Ware village near Gilbertville trapped 20 infants on upper floors. Polish migrant families and a dozen locals, including firemen, crawled through dense smoke to recover sleeping children. Fathers and mothers rushed to scene as the rescued babies were carried to safety.
The will of C. B. Perkins who died November 3 in Westwood Mass is filed for probate in Abington Iowa. It covers property valued at 2.5 million dollars including Garden of the Gods Colorado kept open to the public. Real estate goes to the widow. six children receive 52 percent of personal estate with half in trust. Additional bequests include 25000 to E C Perkins 20000 to the personal representative and 1000 each to four lifelong servants.
Word reached North Adams from Boston & Maine railroad officials that a cattle car inbound from the West Shore road carried 27 cows and 32 calves in extreme exhaustion. Inspectors reported two cows dead, 12 calves dying, one cow paralyzed, and the remaining animals cared for at Patterson's stables after the car was sidetracked.

A follow up is planned for Wednesday as Billings declines to say if Hibbard will be endorsed. A Republican observer says the city committee would prefer the group stay out of the mayoralty fight.
Mrs. Batonyi is described as the daughter of Frank Work and former wife of the Hon. Burke Roche. Their daughter Cynthia wed Arthur Burden. Batonyi’s count title is disputed. He is a professional whip who traveled from Hungary to New York, lived quietly, then gained notoriety after striking Newport, marrying Mrs. Roche and becoming well known.
Charlestown State prison warden and staff celebrate uncovering a major jail break plot. They found a steel jack used to pry bars and say four men are implicated with more expected. The warden notes a sick bar tapper reduced guard force and suspects further suspects remain at large.
Officials detected a possible inmate plot after months of signals. Deputy Warden Andrew Allen reported a hunch to Warden Bridges that trouble was brewing in the south wing. Guards were doubled and stationed covertly in recesses on Friday and Saturday. Sunday night guards remained in their posts awaiting any action.
