A Reform Club meeting features a letter from Hugh McCulloch urging tariff reform to a revenue basis. He argues agriculture, manufacture, and labor would gain from expanded foreign demand, and calls for freeing materials for ship building. He stresses tariffs should focus on revenue, not protection.
