London dispatch reports growing Allied concern over German army conduct as pockets of revolt appear on the front and troops resist their commanders amid expectations more fighting may be needed before surrender terms are fully enforced.
The Associated Press reports that the first peace congress meeting will likely occur before December 15 after the English elections. Delegates from the United States and other nations should have time to arrive.
A remarkable wireless message signed by prominent German women appeals to the wife of the president and to Jane Addams to urge Allied leaders to modify armistice terms. The signatories warn that millions may starve unless demands are yielded.
Boston and New England lag in the United War Work Campaign with only about one third of the quota raised at the halfway mark. A big rally on the Common is planned at noon to push contributions and reach the target as the drive continues.

Paris November 13 The German armistice frees more than 232 American prisoners in camps immediately, according to latest figures from the American Red Cross in Switzerland.
Basel dispatch reports the revolutionary governments at Mannheim Rastatt and Heidelberg have summoned the Grand Duke of Baden to abdicate. No further action detailed.
Food Administrator Hoover and Shipping Board Chairman Hurley plan to sail Saturday on the Olympic to Europe. They will meet Secretary Lansing and discuss diplomatic aspects and tonnage for relief supplies. Hoover will assess urgent needs in northern France and Belgium while Hurley negotiates shipping allocations with British and French officials.

In Lorraine near St. Hilaire an advance guard of several hundred Russian Polish and Italian soldiers freed by the Germans reached American lines. The first batch of 45 said they were released days earlier and wore German uniforms. They believed the Germans freed them to lighten the force for northward movement and were provided food and clothing by American officers.
