Confederate call for universal military service and use of slaves
The document argues for broad conscription of all men aged eighteen to forty five capable of bearing arms, with exemptions limited to essential officers. It notes impressment of enslaved people for army support roles and outlines state guard reserves aiding cities, roads, and prisoners. It asserts slaves and extended age groups can sustain armies and production amid ongoing conflict.
