The Finance Commission accuses the department of general inefficiency and stagnation since 1897. It notes unpaid board leadership with paid staff headed by Dr Edward M Hartwell at 3000 dollars, William T Seeger at 1800, and Horace R Keay at 1100, plus a vacant stenographer post. It proposes abolishing the department and creating a city statistician position in the Mayor's office to publish a Municipal Register, annual city statistics pamphlets, edit annual department reports, manage the Municipal Reference Library, and handle external inquiries.
