Funding reform eyed by Secretary Boutwell in new plan
Secretary Boutwell is said to back an entirely new funding bill proposing 4 or 4.5 percent gold bonds with 20 year or longer maturities and possibly interest paid abroad. He believes such bonds would trade at par in gold and could replace the Five Twenty bonds. Skeptics doubt gold par would occur. Also notes pork packers taxed as manufacturers and Paraguayan difficulties with Gen Butterfield’s successor and Chas Folger potential NY Assistant Treasurer. Cowhiding turmoil in South Carolina involves a colored Secretary of State, a white carpet-bagger, a State Senator, and a marshal candidate.

He warned Unionists hinder solution and affirmed loyalty to revolution. Admiral Topeli reportedly seeks resignation, but Prim threatens to resign if he does. Opposition to the Duke of Genoa remains large, jeopardizing his election.
