Rome Gov Announces Vatican Autonomy Under Italian Rule

The Italian government proclaims Rome will abolish authority of the Pope and Holy See only in a broad sense, while the Pope remains freely exercised by Catholic rites. It guarantees territorial immunity and full church liberties, allows travel, and treats the Pope as a foreign sovereign within Italy.

Judge Upholds Constitutionality of New Election Law

Judge Woodruff of the United States Circuit Court overruled the demurrer to the indictment against Quinn, a registration repeater, and sustained the constitutionality of the new Congressional election law. The decision centers on section 20, focuses on registration, and asserts Congress may enforce time and manner provisions if state laws impede honest elections. Quinn to be sentenced tomorrow, with four more repeaters set for Friday. Caleb Cushing sworn in as special District Attorney to assist in election cases.
