Washington reports on the naval appropriation bill as Senators Dawes Blair and Hiscock clash over funding for Boston and Portsmouth yards. Supporters warn that closing yards harms repairs and defense. opponents push for yard readiness and stonewall abolition of shipyard work.

Fletcher Harper, heir of the Harper publishing lineage, died after a lingering illness at his New York home. Born 1878 in New York, he joined Harper & Bros in 1869, led the Weekly, and later retired from active duties. He leaves one daughter and five remaining Harpers in the firm.
The will of Maria M. Hensington filed in probate assigns 1000 to the American Board 1000 to the New West Educational Commission 500 to the Woman's Board 500 to the American Missionary Association and 600 to the Missionary Society
In New York on May 23 the Financial News reports a group of business men plans to acquire a large stake in the American Export & Trading Company to jointly manage its Spanish American trade efforts. The syndicate expects 15 to 20 percent annual returns and notes upcoming land sales to enable early regular dividends.
