Senate debates and tax bills shape DC policy in May session

In Washington on May 23 the Senate adopted a resolution to study preventing nonconstitutional seizures in the District of Columbia. Members discussed oaths of allegiance, reorganizing the DC courts, and a general Bankrupt act. Tax adjustments were approved for coal oil distilleries, sugar candy, tobacco, snuff, cigars, and miscellaneous items. The Senate neared the 75th section of a bill before adjourning. In the House, a confiscation bill divided lawmakers, with senators arguing for or against emancipation and arming African Americans, and an evening session granting print rights for speeches. The House recessed and then resumed in the evening.
