Grant Faction Wins At Illinois Republican Convention
The second day at the Illinois Republican State Convention saw the anti Grant faction defeated and the convention organized by Grant men. Cook county seats were split with 92 admitted. 36 from the Palmer House and 56 from Farwell Hall. The Credentials report passed by an eighty vote margin, and a resolution pledging Illinois Republicans to Grant was adopted by the same margin amid confusion. Leaders of the Grant faction claim Grant is assured of first ballot nomination in Chicago unless Blaine delegates are bought. They warn of attempts to sway poorer delegates from the South. In Washington, Kellogg case speeches dominated the Senate and Bayard Marshals bill faced Republican opposition. The House failed to advance the tariff bill due to lack of reformers’ cooperation. Local government actions included electing an Auditor, City Treasurer, and City Collector, and forming a special committee over a new Court House.

House Debates Public Lands Bill and Tariff Clash
In Washington on May 20 a House clash over measures to take up included calls to consider the Public Lands Committee reports, the Inter-State Commerce bill, and the Tucker Tariff Bill. Republican and protectionist blocs backed the Public Lands motion 116 to 28 amid factional rifts among revenue reformers. In the Senate, filibustering by Conkling and Edmunds stalled Kellogg case progress as Bayard pressed for the Marshals bill, breaking a quorum and delaying unfinished business.
