London reports a heavy Japanese setback with two ships sunk or damaged and a planned desperate assault on Port Arthur. An estimated 70,000 Russians are marching to relieve the fortress as Japanese forces prepare to mount heavy guns and push the assault.
The Massachusetts Senate voted 21 to 12 to substitute a Lane bill allowing hotels in cities over 45,000 to stay open one extra hour daily except Sundays and permit liquor sales 11 to 12 at night with local regulations. If approved, Boston and other large cities would be affected, signaling a path toward repeal or major modification of the semicolon law. The measure faces further readings and has support from Governor Bates' allies, with a House chance pending.
A man named Christopher Miller, about 80, fell while repairing a signal box in the Haymarket square entrance of the subway. He was struck by a southbound train, his body mutilated, and the line blocked for over an hour as workers removed the victim and resumed service at 11 20. Passengers were disrupted and some sought other transport while a doctor who claimed to be on business was ejected.
The Standard's Tientsin correspondent reports that as Japanese forces covered a landing near Kaichau on Monday a sharp engagement at Hsinyen cheng left about 2000 Russians killed or wounded. Russians retreated as Japanese seized Kaiping and Kaichau, and the Chinese governor at Chenchow received word that the Russians destroyed the railway between Tashichiao and Niu chwang.
Boston city council passed a 1.825 million dollar loan after three hours of debate. A 300 thousand dollar item for street improvements sparked contention with Ward 18 defender William Newton arguing for spending on streets over parks for dogs. The final vote on the original loan bill was 69 to 7, with several substitutes rejected. An order asked the mayor to open a Ward 16 municipal building.
A Friday outlook for Boston and surrounding areas calls for generally cloudy skies with light variable winds. No precipitation is expected and temperatures remain mild through the day.
