In Boston yesterday Farley the strike breaker arrived with many of his men in anticipation of a work stoppage by Boston and Northern and Old Colony street railway employees tomorrow. A final meeting was set to decide action on President Sullivan's rejection of the proposed scale.
Farley’s arrival was kept quiet and his party with publicity staff and guards accompanied him. The hotel remains unnamed and officials report a secret meeting clash with locals failing to gain entry. Farley says he will settle the strike negotiations.
Secret meetings across 22 locals of Old Colony and Boston and Northern street railways prepare for a general conference to decide on a possible strike of 4000 employees over wage and hours. Aldermen wrangle over a $500,000 loan for street improvements as sewer work stalls. In committee a 7 to 6 vote to report to the full board failed, and the board again tied it up 7 to 6. A motion to reconsider was sent to next Thursday’s meeting.
Amid derisive exchanges and threats in a tense Aldermen meeting, the $1 million sewer loan again failed to pass as six Republicans blocked the measure by a 7 to 6 vote. Sewer employees crowded the corridors urging approval, while Linehan sought a committee report to advance the order.
After a lengthy session the board approved the new promotional examination rule but set a delay. The rule will not take effect until October 1908.

In the Superior Court at Charles Street jail Boston is derided as a sucker town amid the Uberto Plantation trial. Bail of 75000 was not posted. Government reads seven letters from Borges to customers, contested by defense counsel H L Baker, a Page 5-Second Colum continuation noted.
In Superior Court yesterday former Assistant District Attorney Chase, lead prosecutor, described Ferdinand E. Borges, manager and promoter of Ubero Plantation Co., as claiming Boston is a fertile field where deals can be made. Borges faces 128 counts for allegedly stealing 550000 from Ubero and 700000 from Consolidated Plantations through misrepresentations. Letters read in court show Borges calling Boston a town with wealthy women and ample savings banks.
The government charges Borges and fugitive William D. Owen formed a company marketed as a flourishing Mexican plantation selling coffee pineapples and rubber but it was swampy jungle and rocky hills. Experts uncovered the fraud six months ago prompting the indictment.
