British and US negotiate treaty article on damages
The British cabinet proposes a new article to the treaty to prevent any claims for consequential damages between nations during neutrality. The US agrees on settlement by arbitration, pending Senate action to amend, reject, or ratify. If approved, indirect claims would be withdrawn as a satisfactory concession, offering a possible path to a safe treaty.
