Harper's Ferry Report Details Troop Strength And Supplies
A special service employee recalling Harper's Ferry last week states there are about 6000 troops totaling the garrison and nearby forces with roughly three quarters armed. Only 200 Kentuckians remain and one company of South Carolinians. The resident militia is restive as provisions are scarce with two weeks of supplies left. Arsenal stock is under 1000 rifles, many in poor condition, and only 12 rifles can be manufactured daily. Forces on this side total 600 with no batteries on the Maryland side, and no forward movement is planned. The report notes impending retreat or provisioning, and hints at a Confederate advance toward Southern Pennsylvania if Union lines around Washington fail.

Convention Adopts Credentials and Elects Officers in Whee Flag
The Union Convention in Whee Flag meets amid city enthusiasm with flags flying. Delegates from twenty five counties are admitted after a Credentials Committee report. Permanent officers chosen and a State and Federal relations Committee appointed. Carlisle pushes immediate action while Gen Jefferson warns against premature state division. Crowds fill a dawn flag hoisting at the Custom House with national airs.
