Senate bills and House actions on voting rights and railroads

In Washington on May 11 the Senate discussed a bill to improve inter State communication and reviewed a proposal to restrict DC voting by race while another plan to grant literacy based voting rules was rejected. The Senate then shifted to executive session and adjourned. In the House a homestead bill for sailors and soldiers passed from confiscated rebel lands and railroad status was declared federal property. A substitute allowing railroads to carry government freight and troops was adopted with a close vote and the session adjourned.

Senate confirms Union officers and officials in May session

In Washington on May 12 the Senate confirmed Maj. Gen Horatio G Wright and Brig. Gen Andrew J Smith and others, named James H Wilson and Joseph B Frye as Brig. Generals, and Col Richard Delafield as Chief Engineer. Frederick Mayer named Cincinnati postmaster. Treasury reports a 768000 loan. The U.S. public debt totals 1726248411 with 71582194 in interest. The Utica steamer cases brought 135 wounded, dozens arrested for false disability claims. over 8000 wounded have arrived since Tuesday night.

Manhattan Fire Insurance Company Growth and Leaders

The Manhattan Insurance Company, among America’s oldest, began 1821 with $250000 capital and $750000 total resources after surplus. Directors unanimously approved an increase to $1000000 capital, with Robert Minturn Moses Taylor Edwin Morgan Rufus Lord Peter Cooper and other merchants listed as directors, signaling stability and sound governance.
