Bangor plans to rebuild the burned district with two committees to aid reconstruction and study improved street plans. A relief fund near 22,000 dollars comes mostly from local residents. Utilities and transit are gradually restoring service as streets reopen.
Bangor plans rapid reconstruction led by President John R. Graham of the Bangor Railway and Electric Company. A six story office building will house the Bangor and Aroostook Railroad. a $300000 post office is likely. Loss approaches 3.6 million with 2 million insured. No looting reported. Debris removal and rehabilitation talks underway.
In Nogales and across the western Mexican coast reports say Sinaloa and Conora are in near continuous fighting. Americans fear for safety and interests as rebels urge families to move to the United States, with railroad officers issuing warnings.
Reports from Magdalena district southeast of Nogales claim 30 federals were wiped out near Otates by rebels. Fighting surges near La Colorada southeast of Hermosillo with rebels recapturing the town. Southern Pacific lines from Guaymas run only to Navojea, rail and wire communications are largely cut.
Jack Mosby son of "Guerilla Mosby" was badly wounded in an encounter with rebels near Tecate in Lower California ten miles southwest of Treate. Two other band members were lightly wounded and two Mexican federal soldiers were killed in the clash last night.

Boilermakers cite a new federal act for travel safety and seek 10 percent raises as part of a broader consolidation push by the railroad officials.
Mrs. Dodge, after dramatic testimony by Mr. and Mrs. Howard and Mrs. Bell, accompanied by Mrs. Bell, moved from the courthouse to a temporary jail like a young girl. Mrs. Howard testified she saw a figure she believed to be Mrs. Dodge in the room where the shooting occurred and noted questions about the kitchen on the day of the shooting.
Horatio Parker of Yale and Bryan Hooker of Farmington win the Metropolitan Opera prize for Mona an English language opera. The unanimous jury awarded the $10,000 prize and the Met will produce the work next season.
A two-masted schooner named Louise Baker ran ashore at High Pine Ledge near Gurnet Point and sank after 9:50 p.m. Her crew reached shore in the schooner’s boats with aid from Gurnett Point Life Saving Station members summoned by Mrs. H A Briggs. The crew were taken to safety after heavy surf and a relief effort at the scene.
The House approved the peaceable persuasion bill and measures on eight hour public works, a fifty four hour rule for women and children, a pension bill for Municipal Court judges, a parole bill for prisoners, and income tax plus bar and bottle repeal in the Senate. The day’s centerpiece, the income tax amendment, is forecast to fail in the Senate with only 17 of the required 21 votes.
The peaceful persuasion bill passes the House easily and is expected to advance in the Senate. An eight hour and overtime debate features Republican Underhill’s stance for an honest 48 hour bill. An Ellis 55 hour amendment is defeated as the 54 hour law faces broader support. Governor Foss awaits, after Draper vetoes on employer liability. The Senate also considers a federal income tax amendment with mixed GOP positions and uncertain support.
A Glover jury remains deadlocked with no verdict after deliberations. Attorneys anticipate a sealed verdict if jurors reach agreement on the charge, prompting possible further deliberations or a fresh start if not reached.
The Glover case went to the jury at 2:55 yesterday afternoon. After 12 hours of debate the jurors had not reached an agreement by 3:00 this morning and were not ready to report. If they settle before 9:30 today the verdict will be sealed and opened by Judge Hammond when court convenes.
Judge Hammond urges jurors to choose between irreconcilable evidence in a contested will case. He cites Mrs Glover and the Glover brothers as key witnesses while defense argues the will reflects foul play led by Larry Smith in Suffolk County.
Forecast for New England calls for fair weather in Boston and vicinity with colder conditions on Wednesday. Thursday remains fair with rising temperatures and moderate west winds as eastern Maine chills.
