The Spanish governor general reports Captain-General Blanco will rescind the reconcentrado order in eastern Cuba and allow subjects to return home. Military protection plus local relief committees will aid re establishment. kitchens, farming implements, seeds, and public works employment will support them until crops mature. Public comment was delayed.
Madrid cabinet meets to discuss a two point plan offering an immediate armistice in Cuba until October and U S aid to relieve suffering. Washington debates six month truce, fearing it would stall permanent peace and provoke Congress to oppose the President. CARLETON.
The Republican faction in the House debates immediate action to free Cuba. They pledge to yield to the President's call for delay if negotiations near completion, and warn that if talks fail, the matter will be presented to Congress with shared responsibility for consequences.
