Reports indicate Germany is making a final effort to avoid a broader conflict. Various schemes are being tried in Washington as German Chancellor plans a speech today. He will not agree to modify the submarine campaign or spare American lives.
Congressman James A. Gallivan vows to join a bi partisan coalition to challenge Southern control in Washington. He says the coalition is needed to govern in this hour of need and will not follow Southern dictated agreements. He plans to oppose the Democratic caucus and seeks broader national service.
Washington dispatches last night report Congressman Gailn praising Champ Clark for Speaker and claiming Clark would win with 20 votes controlled by the Congressman. He says Clark is a real Democrat and far superior to most party colleagues in Congress. Continued on Page 7 Third Column.
The Associated Press reports from an authentic source that the German government will require American officials and relief workers of the American Commission for Relief in Belgium to undergo a news quarantine of up to four weeks to prevent military information leaks.
The men must notify Brussels when ready to depart and gather at a central site such as Liege or a German city like Cologne Karlsruhe or Munich. They would be prevented from leaving during the stated period while a news quarantine applies to Brand Whitlock and staff. Afterward, no obstacles would block their departure by any chosen route.
General Sweetser departed at midnight for New York to confer with Major General Leonard Wood on expediting equipment and supplies through regular army channels for Bay State regiments called into federal service.

Lloyd George Asquith and Bonar Law argue women earned vote by war service and no government can deny them. Miss Stevenson, a former premier secretary, is seen as influencing Lloyd George toward suffrage.

New York March 28 Brigadier General E Leroy Sweetser commander of the Second Massachusetts Brigade and acting adjutant general of the Bay State militia was elected president of the National Guard Association by unanimous vote at the convention. He wired he would attend the meeting in New York to confer with regular army officers on Massachusetts Guard equipment and orders.
