The Paris Times correspondent notes Cabrera has formed a staff of twenty Spanish officers at Biarritz to reach Carlists and gain adhesions. Daily entries into Spain suggest early manifesto hurt the movement and rumors rise of Mendini fleeing to Bayonne with Lizarraga arrested on treason suspicion.
