In a March 1909 Boston memorandum Storey Thorndike Palmer & Thayer conclude that under Massachusetts law no state official or private party may sell beef from cattle condemned for tuberculosis by state order. Slaughtered diseased animals cannot be sold. only if later postmortem shows health could the carcass be sold. The legislature must change any broader policy.
