Knowlton Rules On Albany Lease

Attorney-General Knowlton told the lower house that under the federal commerce clause and interstate laws, a state's power to regulate railroad rates is limited to traffic that begins and ends within the state. He said the state cannot regulate traffic that starts in the state and ends elsewhere or vice versa. It cannot regulate local traffic when revenues come from interstate traffic.
