Railroad Board Rules Boston and Albany Favor Cutler Co

The Railroad Commissioners find the Boston and Albany Railroad violated the law by giving unequal terms to Cutler & Co of Wilbraham. It details secret contracts, absorption of arbitraries, and payments that advantaged Cutler while harming rival millers and grain dealers. The report condemns the practice and orders changes to provide equal terms to all shippers.
