London March 13 a blue book on the Newfoundland dispute with France is to be issued. It contains the correspondence between Lord Salisbury and M Ribot and ends with the arbitration convention. Salisbury urged broad arbitration but Ribot refused to extend beyond.
A final agreement limits arbitration to the lobster factories dispute. Each government will send two delegates, and the commission will include three jurists already chosen: one Russian, one Norwegian, and one Swiss.
