Spring arrivals prompt agents to showcase waterproof coats from England. Buyers seek durable outerwear as seasonal showers begin, with retailers highlighting new designs and price ranges for the upcoming season.
Gloucester fishermen discuss ocean steamships crossing fishing banks. The Rhode Island Senate votes to resubmit the constitutional prohibition amendment to the people. New Hampshire Club discusses defeat of the prohibitory amendment. Boston and Albany railroad capital increase approved. Tenth annual meeting and dinner of the Expressmen's League.
Returns from 206 towns show the prohibition amendment with Yes 23782 and No 29182. The remaining 28 small towns won’t change the large 5400 majority against the amendment. The sixth amendment for sectarian issues also passed but trails by about 3000 of two thirds.
Senators Met calf and Walker and representatives visited Provincetown to inspect sand and sea encroachment threatening the harbor. They discussed a proposed dyke to protect the harbor and will hold a public hearing in the Town Hall tomorrow morning.
The Maine Legislature met for the last time and passed53 resolves authorizing temporary loans for 1889 and 1890. Bills to restrict savings banks and guardianships, regulate attachments, and adjust railroad commissioner pay were moved amid temperance bill failure. A $150,000 appropriation to enlarge the State House was approved and signed. The mood in Augusta was upbeat.
The Governor Robie remains on rocks at Curtis Point with cargo largely unloaded. Three tugs failed to refloat her this morning despite trials at high tide.
A series of ship arrivals and departures listed with ports and dates across Boston Glasgow Liverpool Bremen Baltimore New York Philadelphia Progreso Southampton Odessa and Copenhagen. Vessels include Noordland Texas Georgia Crown Prince City of Para Trave Baron names and routes between Europe, Americas and Africa are recorded with March dates.
London March 13. St James's Hall crowded as Mr Parnell speaks with Mr Morley presiding. The meeting denounces forged letters in Times coverage and calls for Ireland to join a united empire. Morley praises restraint and urges mutual respect between English and Irish in Home Rule talks.
In Provipencr on March 14 the Rhode Island Senate passed a resolution to resubmit the prohibition amendment to the people in 1890 after New Hampshire's defeat. Tension rose over seating for women and Governor Taft's ban on Lieutenant Governor Lapham voting, leading to a brief ruling fight before a steady vote resumed.
Reports reveal Captain Dawson died from a sudden blow after an argument with Dr McDow. A staged burial attempt failed as fresh soil and blood traces appeared. McDow confesses to shooting Dawson and surrendering to police. Funeral held at Cathedral chapel amid widespread mourning.
F B Cooley of Hartford with Daniel Howe and E G Mason challenged Illinois Central management at the stockholders meeting in Chicago. They sought to require a post close of transfer statement to each shareholder, while a motion to bar extensions in 1859 failed. George Bliss elected to replace John Elliott. other directors chosen with Mason opposing.
At a New York meeting, directors adopted a resolution to end the fiscal year on June 30 instead of December 31. A $2 per share dividend on preferred stock was declared for April 26, complicating the payout order for common stock. The move aligns reports with interstate commissions and state laws, though outsiders view it as a maneuver around a slim year end surplus.

Reading Iron Works pipe mills closed leaving two blast furnaces running and 2000 men idle after ten days of work.
Panamas reports work on the canal halted with partial resumes in some sections. Merchants reship and close Colon stores as many mechanics and laborers depart. Destitution grows along the canal route while handbills offer free conveyance to Chili for US and European engineers or laborers amid looming railroad plans.
