City council meeting erupts into a heated clash with a flood of charges and accusations. Officials from multiple departments trade sharp remarks as residents watch. The scene centers on procedural friction and public frustration over governance.
In a bitter Common Council session, President Leo McCullough charged James Donovan with misusing campaign funds and graft, while Charles Murphy allegedly drew 10 000 for the Donovan fund. The quarrel tied to McNary Fitzgerald and Donovan Kennedy factions, with Lill presiding and accusations sparking a chaotic scene.
In Washington on March 12 during a House inquiry, Representative Lilley alleged the Electric Boat Company used the Japanese scare to sway Congress via boards of trade and chambers of commerce. Hobson said Lawrence Speer of New York told him influence would reach Speaker Cannon if he backed the firm’s product.
Representative Lilley accuses Electric Boat Company of pushing war fever to boost submarine orders. Hobson testified he was asked about a supposed electric boat rep claiming an industry pressure campaign via boards of trade and chambers of commerce. The inquiry continues.
The Boston Finance Commission disclosed at a public hearing that Thomas F. Welch secured stone crushing contracts last year with help from ex-Senator Henry Fitzgerald and Rep. Philip J. McGonigle. Welch admitted paying McGonigle $1000 in three installments and showed a checkbook stub indicating a $3500 cash withdrawal marked H. EF, not clarified.
Considerable evidence showed the high expense of the stone crushing contracts, focusing on the April 2 1907 agreement. The city agreed to erect a crusher costing about $5000 on Mr Welch's Grove street lot in West Roxbury to be operated by him.
Thomas F. Welch testified that Henry S. Fitzgerald and Ward 6 Representative Philip McGonigle helped him win the city stone crushing contract. Welch gave McGonigle $1000 in installments and a memo for 500 dollars to H. F. An ex Superintendent James H. Doyle said Fitzgerald’s urging secured the award. The stone crusher was moved at cost about 5000, while the city paid about 2 dollars a ton vs private parties 1.25.
City to supply a weigher to weigh the crushed stone and pay Mr Welch 1.25 dollars per ton for all crushed stone plus 0.70 dollars per ton for stripping from the ledge. Ex Superintendent Doyle and Engineer Sullivan testified with other city officials and Welch’s counsel Daniel H. Coakley appeared.
James J. Storrow, head of the School Board, visited more than 20 schools in the North End West End Charlestown and East Boston and rang fire alarms without warning. He praised orderly evacuations and proposed changes to door fastenings stair usage and drill procedures to better prevent a repeat of the Cleveland horror while stressing the drills should feel less like play. Boston parents need not worry over their children's safety.

H Mortimer Wilson was arrested at the St Francis Hotel in San Francisco on charges of forging Governor Guild of Massachusetts name to a 1000 dollar certified check at Shawmut National Bank. His wife, once a Boston court stenographer, claimed kinship to a Guild staffer and accompanied him.
The Rhodes scholarship for 1908 to 1911 is awarded to Carrol Atwood Wilson of Westfield, a first year Harvard Law School student.
