Lobby Objections Highlight Ex Governors as Legislative Speakers

The Joint Committee on Rules held a hearing in Senate President Sprague’s room on Governor address provisions about the lobby. F B Sanborn criticized the lobby’s practice of employing ex Governors as counsel and proposed a five year ban after leaving office. He urged appointing experienced counsel, not ex-office holders, and warned the Attorney General’s office has become a roosting place for young lawyers. The session called for fuller hearings and separation of legislative and committee work to curb abuses.
