Controversy Over City Street Plan and Powers
In a heated exchange, Harding attacks the city bill proposing two street building methods and extended powers for street commissioners, arguing it favors influence, risks log rolling, and creates unequal benefits. He cites constitutional concerns from 1871 and 1872 law as summarized by a judicial committee, urging rejection or revision before grants of power.

The union, long in control of local papers, may influence future practice in other offices.
