In a tense Senate exchange, Senator Quay denounces Senator Hoar as a lunatic or a liar over dilatory tactics. The session opened without a quorum, later confirmed, as members discussed appointments to military and naval academies and passed amendments on a labor commission report.

Washington March 3 Secretary Olney has decided not to accept the Harvard professorship of international law offered by President Eliot. He will resume his Boston law practice within a month and stay in Washington for a week after the inauguration.
Dr. Vienna Amelia Parsons faces two larceny charges in Haverhill after alleged thefts from Warren and Isabella Hoyt. Parsons, a medical doctor linked to Dr. Teed and the Koreshan faith, claims the goods were loaned and says the case is blackmail driven by Hoyt’s finances. Bail set at 250 each, case adjourned to March 17.
Washington witnesses McKinley and President-Elect oath exchanges yesterday. McKinley shows improved health while Cleveland remains confined by rheumatic attack. McKinley receives a handsome badge as ceremonies unfold with fair weather. The program stretches fourteen hours with grand features and spectacular displays.
