London March 3 report from Chilli via Buenos Ayres says three battalions of infantry and the Fourth Regiment of Chilian Government troops near Pisagua shot their officers and sided with the revolutionists. Bern March 3 states Germany warned Empire ship owners not to send war material to the Chilean insurgents.
A passenger named Gavan on the Dublin mail near Castlerea suddenly attacked travelers with a knife at noon. He wounded five people before both knife blades broke and he fled the speeding car into a wood, where he was later found unconscious.
A St. Petersburg special reports a horrific railway crash near Morshansk in Tambov government. Two express trains collided, destroying carriages and killing fifty people outright. Many others were seriously injured with some victims mangled and left to die in agony.
The Bohemian elections returned seventeen young Czechs ten Germans and one old Czech to the Reichsrat while Galicia elected twenty Poles and seven Russo-Slavs. In Monrovia rural districts seven old Czechs two German Liberals and one German Nationalist remained. At Sara toga estate near Santo Domingo a centrifugal machine exploded during sugar making killing three men including the estate steward and injuring three others. In London Sadler the fireman charged with the Carroty Nell murder was discharged after police failed to secure enough evidence.
In Washington on March 3 the Senate, after executive session, approved bulk amendments to the general deficiency appropriation bill with four reserved. Oklahoma relief fund of 50,000 dollars passed. French spoliation claims, deemed private, were debated. the amendment passed 41 to 14. Proviso on forfeiture of Washington and Georgetown Railroad and Metropolitan Railroad franchises was struck out.

It rejected a District of Columbia permit provision, approved settlement of 1812 claims for several states, and advanced conference reports on sundry civil and diplomatic bills while splitting on copyright provisions involving foreign copies and newspaper imports.
