Washington March 1 The fate of the shipping bills is clouded with uncertainty as lobbyists push for passage of the tonnage bounty while some Democrats doubt any subsidy will pass. Senate maneuvers, amendments, and hopes hinge on votes from Frye Vest Carlisle and others. The lobby keeps pressure, while opponents insist on full debate and changes to the twelve knots subsidy provision for South American steamers.
