Associated Press reports the German Foreign Office proposed an alliance with Mexico and Japan to join in war against the United States if the U S enters the conflict. The government claims to possess the official note making the offer public.
The Associated Press reports Germany proposed an alliance with Mexico and Japan to attack the United States if neutrality failed. Germany would finance Mexico, reconquer Texas New Mexico and Arizona, and dictate peace terms after unrestricted submarine warfare begins February 1, 1917. Work started yesterday to organize the mothers of every section of Greater Boston into one giant group to control the housewives dollar. The aim is a purchasing combine to combat organized selling and corporate price regulation of necessities on a rising scale.
West End Mothers League led efforts to organize mothers across Boston into leagues to fight food price hikes. Meetings backed drastic actions including a March 10 parade at Faneuil Hall and a mass meeting to demand reductions, with committees to probe conditions and push breakfasts for schoolchildren.
Matthias J. Nesdale longtime business agent of the Boston Street Carmen's Union and a major organizer of street carmen died at St. Elizabeth's Hospital at 11 p.m. He had served as business agent since the union's formation in 1912 until recently losing reelection to Patrick Smythe. He also played an active role in street car strikes in Providence and New York.
Mrs Henry Wheeler of Worcester shot her intoxicated son when he returned home and tried to beat his sister. The bullet hit his right leg and he was taken to Worcester Hospital. No charges have been filed against the mother.
Washington Feb 28 The administration revenue measure to raise 350 million dollars through special taxes and bond issues cleared the Senate on a strict party vote of 47 to 0. The bill faces further action in the House.

A man known to police only as Redding was killed when a car he drove at over 60 mph struck a telegraph pole on Mt. Auburn Street Watertown near Irving Street. His companion John H. Young escaped serious injury. The vehicle, owned by Hume Carriage Co., vanished from in front of Copley Plaza around 1 am. Young says they planned a ride after meeting on Huntington Avenue and that both had been drinking. Young is in police custody.
A fire discovered about 10 oclock last night in the forecastle of the Kinco of Gloucester tied at the Northern avenue fish pier caused about 300 dollars damage. The origin is unknown. A separate fire in the South station supply room on Summer street early today caused 1000 dollars loss, with walls between floors damaged but confined to the room.
George Rollins known as Dutch 21, held as the Dorchester slayer of Ordway Hall manager at 821 Washington Street. Police say Hall was shot and the till robbed of 75 dollars on February 21. Rollins to be arraigned today in Dorchester District Court. continuance sought due to illness of counsel Herbert L. Baker.
The House passed the national capital dry bill by a large margin and the Senate bill to make Washington dry. Conferees on the postal appropriation reached an agreement that virtually guarantees enactment of Reed bone dry amendment. Leaders anticipate swift acceptance in both chambers and President Wilson’s approval of both measures.
Ottawa dispatch reports from London that Sergeant Lloyd of a Manitoba battalion sacrificed his life to destroy a German mine by placing a large explosive and lighting the fuse. The blast wrecked the mine shaft, collapsed earth, and blew a German front trench, killing many attackers.
The United States asked Berlin for the immediate release of four American consuls detained in Germany in a reply to a German note. The exchange discussed German consuls moving to Europe while German consuls in the Americas were allowed to proceed, noting U S inability to control consular movements in Cuba or other countries.

Rev F Dunstan Sargent aboard the Laconia reports the death of Mrs Mary Hoy and Miss Elizabeth Hoy both of Chicago and Cedric P Ivatts of London. The Philadelphia woman, hero of the Laconia, saved many children and the captain before perishing. She was the wife of a United States army officer.
Father Sargent recounts a brutal sea ordeal in which a daughter clung to her mother as they both died in the cold waters. Survivors describe waves battering the craft for ten hours with several men and a fiancée’s courage tested in freezing exposure.
For the first time since the war began on Feb 1 no ships were reported sunk by U boats yesterday. The tally shows total ships sunk 106 and tonnage 274 442 for belligerents with American 23 322 and neutrals 49 167 902. The British losses likely under 200 000 tons while Germany had claimed a 1 000 000 ton monthly target.
President Wilson will likely focus on the present German crisis in his second inaugural address next Monday. He has not begun drafting and awaits further developments in the foreign situation.
