Remarks on race relations and governance in the South
The author argues there is no racial conflict but a fear of unfit governance. He notes Southern communities fear central or national control, not hostility toward African Americans. Education and economic progress are seen as key to solving the race question, with the South capable of self governorship and wary of federal interference. Whites reportedly speak well of Negroes, describing relations as kindly and beneficent.
