Howard University financial scandal and church loans disclosed
Special despatch reports Professor Langston alleging that Howard University borrowed about 96000 to 1874 from Freedmen's Savings Bank and other lenders, with yearly capital withdrawals of 35000. Trustees largely belong to Howard Church with 12000 owed to the university, eight percent interest earned by the church, and university borrowing at ten percent. The church has funded 5000 to the church pastor, with bonds of uncertain value. Also notes registered letter rate rise to ten cents and moving State Department to near White House, expected completion by mid month.
