Congressional chaos ends with few bills passed in tense session
Washington dispatch reports a chaotic House session with many members pushing par ticular bills while McLane's attempt to suspend rules for the Carlisle Sugar bill collapsed amid furious protests. Senate proceedings were dull with army promotions approved and brief clashes over tariff and sugar bills. An exodus of Congressmen is noted as trains depart for home and the Democratic Convention in Cincinnati nears. President Hayes veto of the Bayard Marshals bill draws little comment. Garfield and allies brace for Credit Mobilier and De Golyer charges, seeking cautious reply.
