Civil Service Rules Extend to Railway Mail Service
Washington June 15 The House did not take up the army appropriation bill and focused on private calendar items. The President decides to extend civil service rules to the railway mail service, reducing patronage and introducing a new fitness exam for specific lines, signaling a push to curb the spoils system and broaden merit requirements. The naval bill advances with plans for four new ships, including an armored cruiser, amid internal committee wrangling between Whitney and anti-Whitney factions. Charles A. Havender named second assistant keeper at Race Point Lighthouse. The Selfridge court-martial findings on neglect of duty are disapproved by the President.
