They laud Assistant Commissioner Feott in South Carolina, urge ending employment of citizens in the Bureau, and cite abuses by agents on plantations. They endorse returning Sea Islands to former owners if they compensate freedmen for improvements. Bureau tour finds provisions nearly exhausted in some districts, risking widespread suffering without swift relief. nine thousand bushels of corn and one hundred thousand pounds bacon needed to feed laborers until next crop.
