Arrest of Samuel Richmond in Boston loan shark crackdown
State Commissioner E. Gerry Brown leads a Boston effort to halt illegal lenders. Samuel Richmond of Dorchester, running a loan office on School street, was arrested. Brown urged victims to bring notes or papers to his Park street office and warned against unlicensed lenders charging more than 12 percent. He cited Chapter 727 Amended Acts of 1911 and said notes of 300 dollars or less at over 12 percent are void.
