West End Bill Faces Deep House Amendments and Stock Claims

The House opened debate on the West End elevated railroad bill with amendments aimed at forcing mayoral approval, two thirds location votes, and limited revocation. Proposals sought bonds, damage remedies, and strict build timelines, while accusations of a stock watering scheme surfaced as sessions ended with adjournment.

Mixed House Proceedings Highlight Political Party Groupings

The passage notes that candidates from different parties should be grouped under the party designation head, with the matter assigned to Monday. It also reports Senate refusal to refer House resolutions on free carpet wool to federal relations, sending them to rules. A $750 extra salary request for committee chairs was laid over, and debate on land definitions and Harlem River improvements was not to pass according to a Senate resolution.

Senate debate on railroad stock sales and public auction

In the Senate a report on railroad stock sale policy was taken up. Coffin supported selling new shares at public auction unless exempt by special acts, arguing railroads serve the public and stock should benefit the treasury. Davenport warned against bias toward stockholders, Metcalf cited risk to holders, and others voiced concerns about foreign influence and fairness. The substitute failed, and a grade crossings bill moved forward with amended cost shares favoring 66 percent railroad and 10 percent local.

Senate Debates Rail Crossing Flagman and Prison Rooms

Senator Hunt gave notice of a substitute bill for an adverse report to compel railroad firms to keep a flagman at each grade crossing. The session addressed debt authorizations for Boston schoolhouses, prison cell expansion, and guaranties for rail bonds. The committee on constitutional amendments reported inexpedient to legislate, despite a minority view. The composition with creditors bill in insolvency was rejected and an election law substitute was offered.
