Secretary Bryan issues a second formal defense of the Colombia canal treaty disputing claims that U S actions harmed Colombia. He argues eminent domain does not bar damages and cites a 17 5 million prior offer as inadequate. He says the 25 million payment is fair compensation to restore friendship and avoid renewed disputes.
