Power of the President to Remedy Outrages Against American Fishermen
Washington reports a Senate discussion over using presidential power to exclude Canadian vessels from U S ports in response to the seizure of the American schooner Hattie Evelyn at Bay St George Newfoundland. The 1886 and 1887 statutes authorize reciprocal exclusions when foreign vessels deny U S or treaty rights. A Senator notes the President may, and should, close U S ports to Canadian ships until reciprocation is allowed.
